Anticipated Campus Impact and Construction Controls

During the construction work, one lane of traffic must remain open on East Campus Drive, south of Marshall Hall. Contractors will work on the retaining wall or the areaway, on opposites sides of the road, but will not work on both at the same time. The contractor is expected to have flag persons during the workday to control the flow of traffic through the area. Automatic traffic controls will be in place at times that the contractor is not working.

Parking lot #9 at the east side of Marshall Hall will be turned over to the construction contractor for their primary staging area at the start of construction and for as long as it is needed, at least until the work is substantially complete. The construction contractor will be permitted to establish additional staging areas in the vicinity of each work area, as necessitated by the scope of work. The size, location and duration of those staging areas are subject to negotiation with the contractor following receipt of their work plan and schedule. It can be assumed that some of the additional staging areas will consume some additional parking spaces.

There are no special provisions within the construction contract to limit noise. All noise generated should be considered to be a necessary part of performing their contracted work. Shutting down construction operations to accommodate noise complaints could result in construction delays and significant additional costs that would be borne by the Campus. Significant concerns about noise generation relative to particular events should be brought to the attention of the Facilities Office as far in advance of the event as possible. It is much easier to schedule around particular situations rather than expect the contractor to alter its plans once work is already underway.

The contractor will be permitted to work on select work areas as soon as their contract is approved. These areas were selected for their limited impact upon pedestrian traffic and potential to disrupt classroom activities. They include:

  • Area 2A on the north side of Moon Library.
  • Area 3C stairs at the north side of Illick Hall.
  • Area 4 stairs on the north side of the quad and north end of Bray Hall.
  • Area 5 stairs at the north side of Walters Hall.
  • Area 6 stairs at the Old Greenhouse.
  • Area 7C retaining wall at the south side of Marshall Hall.

Following Commencement ALL construction areas are available to the contractor. All construction areas should be barricaded with construction fencing (typically orange plastic). Pedestrian traffic through and around the quad may be severely compromised at times. Campus pedestrians should anticipate the need to be re-routed through buildings and/or to the perimeter of the campus to move between different areas of the campus. It is very likely that there will be no access to the lawn area of the quad.

Code required building egress will be maintained at all times. Certain construction work will necessitate that some exits be closed to eliminate unnecessary pedestrian traffic through the construction sites. Signage and construction tape will generally be used to close such areas yet allow for emergency egress - per standard practice. Safe access to areas away from the building(s) will be afforded.

When the east (main) entrance to Moon Library is closed due to the quad area construction, alternative entry will be afforded via the emergency exits on the north or south sides of the building. Access to these exits will be coordinated with the construction work in those areas. Handicapped accessibility may be compromised for some periods of time, and alternate accommodations may need to be afforded to individuals affected by this work. Library occupancy is typically low during the summer semester break when the work is expected to occur.

A licensed arborist will be working for the project consultant. The arborist will be responsible for pruning limbs and making sure that proper protection is provided for our existing trees. The arborist will direct the contractor in pruning tree roots where they are expected to be disturbed as a result of sidewalk removals.

Installation of a new catch basin, re-grading and repaving Campus Drive between Jahn Lab and Marshall Hall will necessitate the closure of Campus Drive for several days at some point in time during the work (to be determined following submission of the contractor's progress schedule). During this period vehicle traffic will be re-routed through the Stadium Place entrance.
