Decisions or recommendations affecting the physical, social, and economic development of local communities are often made by members of Planning Boards or Zoning Boards of Appeals. The issues involved in the work of such boards grow more complicated as our awareness of the potential decisions affecting the use of land improves and the means available to guide development increase in number and complexity.
The objective of the Basic Planning Board Course is to furnish participants with the knowledge and skills needed to carry out the duties of a Planning Board or Zoning Board of Appeals member effectively and responsibly. The planning process, board member responsibilities, interpersonal and leadership skills, legal framework, the tools of planning, and the mechanics of reviewing proposals are the main subjects of lectures and discussions. Instructors include practicing planners, attorneys, and consultants as well as faculty from SUNY ESF and Syracuse University.
The course is endorsed by the Upstate New York Chapter of the American Planning Association. It may also meet proposed requirements for state certification of Planning Board and Zoning Board of Appeals members.
Each participant will be provided with a notebook and extensive take-home materials. Enrollment will be limited to thirty students. The course is designed to be taken in its entirety by each participant. More than one board member may not participate under one registration. Each session is videotaped to allow participants to make up missed sessions.
