ESF Business Affairs - Fall 2020 Waiver and Refund Guidance
ESF is providing the following one-time waivers to mandatory broad based-student fees for the fall 2020 semester:

Note 1: students who can take all of their classed online will be charged a FT rate of $268
Note 2: this rate will be adjusted by Undergraduate Student Association leaders in September, once the USA officers have had time to revise their budgets. Refunds will be provided at that time, if necessary.
Intercollegiate Athletics Fee
Athletics on the SUNY ESF campus are an important part of the student experience contributing significantly to student success through retention and engagement. The athletics department staff is committed to working directly with our student-athletes, following safety protocols and guidelines throughout the fall semester. In addition to outdoor workout plans, we are hopeful circumstances will allow us to offer some competitions on a “sport by sport” basis. Coaching staff also monitor their student athlete academic progress and will continue to conduct zoom team meetings throughout the semester. As restrictions are modified, coaches plan to provide
appropriate outlets of athletics activities and team building events. As the USCAA has moved the national championships from the fall to the spring it is necessary to keep these team engaged and still provide a positive student athlete experience for the teams and the campus.
Student Services Fee
This fee funds many services that ESF students receive as a result of our relationship with Syracuse University. We are not aware, at this time, of any services that will not be available to students of both schools. Therefore, there is no waiver offered other than one exception. ESF students who elect to take 100% of their fall classes online will be charged a reduced rate, since they will not be able to fully enjoy the co-curricular and recreational activities components of the SU contract. The remaining amount reflects the benefits of the technology and disability services that will still be available.
If SU is unable to provide any of the services once the semester starts, ESF will calculate refunds based primarily on time the services were provided compared to the end of the term.
Student Activity Fee
Undergraduate Student Association officers will revise their budgets early in the fall semester. This will determine the rate that they want charged. ESF will provide refunds if they decide to reduce the rate.
Other Charges
Dorm
Centennial Hall is managed by the ESF College Foundation, who determines room rates and other housing requirements. Should ESF be forced to transition to an all online teaching modality, they will calculate refund amounts. In general, these will be prorated based on the proportionate time between when students vacate the dorm and the end of the semester. The actual refund will be processed on ESF student bills.
Meal Plans
Those with SU meal plans work directly with them as ESF does not include their services on our students’ bills. Should we be forced to transition to an all online teaching modality, they will calculate amounts to be refunded and make payments directly to students. Their phone number is (315) 443-2444.
The Trailhead Café is managed by Morrisville, who sets rates for the semester. Should we be forced to transition to an all online teaching modality, they will determine how much is to be refunded, which should be the amount of a student’s unused balance. The actual refund will be processed on ESF student
Fee Waiver Process
Fee waivers listed in the earlier table will be granted automatically. Any fee waiver requests not covered in this document will be governed by ESF’s Broad-Base Fee policy.
