COVID-19 Student Information
Coronavirus (COVID-19) Pre-arrival and Testing Information for Students
All members of the ESF community are expected to follow New York State and SUNY guidelines relative to COVID-19. The guidelines have been established to keep our campuses safe and healthy and to ensure we can remain focused on providing a quality education. While some guidelines apply to all of us, others are specific to our individual status at ESF. Please select from the following list to understand the expectations for which you will be held accountable. This information is specific to those affiliated with ESF’s Syracuse campus.
- Centennial Hall residents arriving from noncontiguous states (any state/location other than NY, PA, NJ, CT, MA, and VT)
- Centennial Hall residents arriving from New York State and contiguous states (PA, NJ, CT, MA, and VT)
- Non-residential students living in the Syracuse community
- Students residing at your permanent address AND who have no intention of coming to either the ESF campus or the Syracuse University campus
Centennial Hall residents arriving from noncontiguous states (any state/location other
than NY, PA, NJ, CT, MA, and VT)
Information was sent to Centennial Hall residents on January 11, 2021, and may be
reviewed online. This, and additional information, can be found in the “What Students Should Know” document. All information will be collected from students when they check into Shapero Hall
at Onondaga Community College.
In summary, you will be expected to adhere to the following guidelines:
- Participate in daily pre-screening for travel history, COVID-19 history and COVID-19 symptoms two (2) weeks prior to return to instruction using the web-based surveillance system. Complete the daily form.
- Submit an attestation that you have completed a seven (7) day precautionary quarantine prior to returning to campus.
- You are strongly encouraged to obtain a flu shot before arriving on campus and provide proof. Any student using any facility at Syracuse University is required to obtain a flu shot.
- Review the revised College Commitment, and sign and agree to this.
- Receive a COVID-19 test prior to arriving for check-in.
- Students must obtain a COVID-19 test within 3 days prior to arrival to NYS.
- Students arriving with a COVID-19 test from within 3 days prior to arrival will conduct the 3 days of required quarantine at OCC.
- Students arriving without a COVID-19 test from within 3 days prior to arrival will be required to quarantine for 10 days per NYS travel guidance.
- A single residence room, meal delivery, Wi-Fi and access to laundry provided at OCC to residents at no additional charge.
- Student Affairs will contact each resident at OCC regularly for health and wellness checks.
- A mandatory COVID-19 test on day 4 following arrival will be provided by ESF to students at Shapero Hall.
- Once both COVID-19 negative test results are received, students will be transported to Centennial Hall by charter transportation to move into their designated rooms. If the negative test results are not received, the student must complete a 10-day quarantine from the date of the first positive test.
- Get tested at least once per week at the Stadium (formerly known as the Dome) at Syracuse University for the duration of spring semester 2021
Centennial Hall residents arriving from New York State and contiguous states (PA,
NJ, CT, MA, and VT)
Information was sent to Centennial Hall residents on January 11, 2021, and may be reviewed online. Students from New York State and states contiguous to
New York will arrive in small groups staggered over the period of February 1 - February
6 to achieve social distancing. All information will be collected from students when
they check into Centennial Hall. This, and additional information, can be found in
the “What Students Should Know” document.
In summary, you will be expected to adhere to the following guidelines:
- Participate in daily pre-screening for travel history, COVID-19 history and COVID-19 symptoms two (2) weeks prior to return to instruction using the web-based surveillance system. Complete the daily form.
- Submit an attestation that you have completed a seven (7) day precautionary quarantine prior to returning to campus.
- You are strongly encouraged to obtain a flu shot before arriving on campus and provide proof. Any student using any facility at Syracuse University is required to obtain a flu shot.

- Students from New York State and states contiguous to New York must present a negative
COVID-19 test result from a sample taken within 5 days prior to arrival AND participate
in on-campus COVID-19 testing as soon as possible but no later than five (5) days
of returning.
- Students who arrive at Centennial Hall to move-in without a negative COVID-19 test result obtained from a sample taken within 5 days prior to arrival or documentation of a positive diagnostic result from the prior 90-day period will be directed to move into the quarantine facility, Shapero Hall at OCC, until negative test results can be produced.
- A single residence room, meal delivery, Wi-Fi and access to laundry provided at OCC to residents at no additional charge.
- Student Affairs will contact each resident at OCC regularly for health and wellness checks.

Non-Residential Students
The following information pertains to students who live in off-campus housing and
anticipate coming to the ESF or Syracuse University campuses for a variety of reasons,
including, but not limited to, the following:
- Dining services, including Syracuse University dining halls, the Trailhead Cafe, Peoples Place, etc.
- Libraries and classroom spaces
- Recreational facilities including the Barnes Center
- In-person meetings with any service office like Student Affairs, Career Services, Financial Aid, the Bursar’s Office, etc.
- Working in offices/labs/classrooms on either the Syracuse University or ESF campus

In summary, you will be expected to adhere to the following guidelines:
- All non-residential students must participate in daily pre-screening for travel history, COVID-19 history and COVID-19 symptoms two (2) weeks prior to return to instruction using the web based surveillance system. Complete the daily form.
- All students must submit an attestation that they have completed a seven (7) day precautionary quarantine prior to returning to campus. Please note: leaving home for virus testing or a medical appointment does not violate your quarantine. Attest to your 7-day precautionary quarantine here.
- All students are strongly encouraged to obtain a flu shot before arriving on campus and provide proof. Any student using any facility at Syracuse University is required to obtain a flu shot. Provide documentation of a flu shot here.
- All students must review the revised College Commitment found here, and sign and agree to this.
- All students from states noncontiguous to New York must complete the New York State Traveler Health Form and follow the NYS Travel Advisory guidelines outlined below.
For travelers who were out-of-NY state for more than 24 hours:
- Travelers must obtain a COVID test within three days of departure, prior to arrival in New York. Upload the test results here.
- The traveler must, upon arrival in New York, quarantine for three days.
- On day 4 of their quarantine, the traveler must obtain another COVID test. Upload the test results here.
- If both tests comes back negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test.
- Students who arrive without having completed the testing required as directed in the NYS Travel Advisory are required to complete a 10-day quarantine.
Students residing at your permanent address AND who have no intention of coming to
either the ESF campus or the Syracuse University campus
While you are welcome and encouraged to complete the pre-screening and testing protocols
expected of students who expect to visit the ESF and/or Syracuse University campus(es),
you may request an exemption by emailing covidsa@esf.edu.
