Objectives:
1. Introduce, and "Ground" the Information Flow Diagramming principles discussed in lecture and readings;
2. Introduce the role of public policy in driving and filtering these flows; and
3. Introduce the sustainability framework critiques of: environmental systems knowledge building; plural democratic learning and decision making; and informed, responsible/accountable property owners and managers.
Wetlands:
In the early 1970's (strong environmental awareness, but weak digital capability) policy makers, pushed by the scientific and environmental communities with widespread public support, finally recognized the importance of wetland ecosystems. The action response was to regulate wetland filling. NY was a leader in this movement. The program has two linked stages. Stage 1, Legitimization includes: the creation of the law; promulgation of the official Wetland Maps; and establishment of the regulation/permit process. Stage 2, Operation includes the processing of the requests by landowners to fill/modify a wetland.

1. Using the diagramming principles described in the text Ch.2, each student is to sketch out two general data flow diagrams:

your personal knowledge of the Office of Real Property Service's tax mapping system.
B. Michael Murabito: Wetlands Delineation: Based on the DEC Freshwater Delineation Manual, placed on class reserve at Moon Library;
C. Patricia Kennedy: Landuse Regulation: Based on Env. Con. Law Art. 24-Title 0903;
D. Lester Facey: Compensatory Mitigation: Based on DEC Freshwater Wetland Regulations- Guidelines on Compensatory Regulations, placed on class reserve in Moon Library.
