DUP_GEO

(NYSGEO) Y indicates a duplication of parcel geometry. Some parcels contain multiple housing units (e.g. condominiums) and the entire parcel polygon is duplicated for each owner and address in that parcel. Each of these duplicated parcel polygons has a separate SBL, Owner, Address, etc, but the underlying geometry is duplicated and coincident for all the separate owners/addresses within the parcel. Some parcels on village boundaries are assessed in both the village and the bordering town. In this case, the parcel polygon geometry with the same SBL, Owner, Address, etc, is duplicated, but the assessment records have separate SWIS codes and assessment values. DUPLICATED PARCEL POLYGONS SHOULD BE TAKEN INTO CAREFUL CONDISERATION WHEN PERFORMING AREA CALCULATIONS OR PARCEL COUNTS ON GROUPS OF PARCELS, AS THE DUPLICATE PARCEL POLYGONS WILL INFLATE RESULTS

NYS Tax Parcel Carbon Summary – Notes

Parcels with duplicate or missing SWIS_SBL_ID

Parcels with duplicate SWIS_SBL_ID are flagged in the DUP_GEO column.

The NYSGEO tax parcel metadata issues a warning about summations of duplicate parcels. Some of the duplicate parcels have large C values, so summations could lead to severe overestimation of areal/regional totals if duplicate parcels are not accounted for. These features could be merged to prevent such issues, but then any differences in categorical variable values among duplicates would have to be concatenated.

There are also parcels with missing SWIS_SBL_ID. These are mostly roads and water bodies, but also include some other parcels. In the summary files, parcels with missing SWIS_SBL_ID were assigned substitute SWIS_SBL_ID values starting with “NA_” followed by a unique number.

Discrepancies between the areas where C is calculated and the CAFRI mask

  • Errors of Omission: mean live C 2023 = 0 & CAFRI forest > 0
    • 45 parcels had nonzero CAFRI forest proportion with zero mean live C.
    • These parcels were primarily coastal, mostly near Long Island and NYC e.g. small islands, water, beach (barren), or coastal developed.
  • Errors of Commission: mean live C 2023 > 0 & CAFRI forest = 0
    • No parcels had zero CAFRI forest proportion with nonzero mean live C.

LCMAP LCPRI 2021 mask for 2023 C rasters

The most recent LCMAP LCPRI is 2021, so this was used for masking all 2023 rasters.

Shrubland probability calculation

The shrubland probability summary value is the proportion of the parcel area where shrubland probability 2019 >= 0.95 AND the LCPRI is 3, 4, or 6.

Unlike the other rasters, any area outside the CAFRI mask is assigned 0, not NA, and the mean is taken over the whole parcel, not just the CAFRI forest portion.
