HEERF III (ARP): American Rescue Plan Special Circumstances Guidance
Students and their families may have experienced unforeseen circumstances that negatively impacted household finances and ability to pay college expenses due to Covid-19 or other factors. Students impacted by such documented special circumstances may be eligible for adjustments to the data initially reported on the Free Application for Federal Student Aid (FAFSA) and the resulting financial aid eligibility.
Examples of Special Circumstances:
- Loss of employment
- Loss of income
- Reduction or loss of child support
- Death of an immediate family member
- Unusual unreimbursed medical expenses
- One-time source of income
- Separation or divorce
- Secondary school tuition expenses
- Other documented special circumstances outside of the student's control
Students with documented special circumstances who would like to be considered for a review under the American Rescue Plan (ARP) should submit a fully completed application along with all requested documentation to the SUNY ESF Office of Financial Aid. Please download the form below and submit all information by mail, fax, or using the document upload function. Please do not e-mail any material that contains Personally Identifiable Information (PII).
