Sustainability Policies and Procedures
Parking and Environmentally Friendly Transportation

Introduction

The College of Environmental Science and Forestry (ESF) has developed this policy to support more environmentally, socially and economically sustainable forms of transportation. ESF has developed this policy to regulate and recognize environmentally friendly transportation modes by Facility and Staff members.

Carpool

  • Two or more ESF employees who are eligible for a permanent parking permit travelling to and from the University at one time may be eligible to apply for a single carpool permit tag. Faculty or Staff members registered as travelling in a carpool may use the carpool permit tag to park one of their vehicles in a designated preferred parking spot. Each driver must complete an application identifying their carpool partner(s). Carpooling is only recognized by New York State University Police if formally preregistered.
  • Carpoolers must live beyond a 1.5 mile radius of campus.
  • Carpoolers must turn in any other ESF parking permits and stickers.
  • University Police, will issue a non-transferrable car pool vehicle sticker (for each registered car pool vehicle) and one parking pass to hang on the rear view mirror of the carpool vehicle, which enables the pass holder to park the registered vehicles in a designated preferred parking spot. Carpool vehicles must have both a valid sticker and parking pass in order to park in the designated spaces. If the parking pass is forgotten, then the carpool will need to stop at the Traffic Control Station to receive a daily parking permit which will be valid only for the Standart lot.
  • On days when carpooling is not practical or for emergencies, one member of the carpool may still park in the carpool area, as long as the member has the carpool permit tag. Other members of the carpool will need to stop at the Traffic Control Station to receive a daily parking permit which will be valid only for the Standart lot.
  • Carpool spaces are reserved from 7:00 a.m. to 1:30 p.m. Monday-Friday.
  • Vehicles should display the carpool permit hung from the rear view mirror to park in the “reserved carpool” area. If a carpool space is not available, park in the environmentally friendly vehicle area (if available) or any other legal parking spots on campus.
  • Cars parked in the “reserved carpool” area without a carpool permit will be fined $25. Repeated violation of this policy will result in applicable sanctions as set forth in Part 575 of Title 8 New York code of Rules and Regulations.
  • Employees can find other ESF or SU employees interested in carpooling at the following website esf.syracuserideshare.com
  • If the designated preferred parking spot is located in an area used by Syracuse University for Dome events, the car must be removed by the starting time of the event, similar treatment as all other vehicles in the location.( Currently, the iron fence lot (P-2) is reserved for handicapped parking under the control of SU Parking. Lots P-3 (north of Bray) and P-4 (north of Illick) are closed for safety reasons.)

Car Sharing

  • Faculty or Staff members driving a vehicle that is part of a car sharing program (e.g., CuseCar, Zipcar) will be allowed to park in a designated preferred parking spot.
  • A listing of nationally recognized car sharing programs can be found at http://ESF.SyracuseRideShare.com. 
  • Car Sharing vehicle spaces are reserved from 7:00 a.m. 1:30 p.m. Monday-Friday.
  • If a car sharing vehicle space is not available, park in an undesignated space.
  • If the designated preferred parking spot is located in an area used by Syracuse University for Dome events, the car must be removed by the starting time of the event, just like all other vehicles in the location. (Currently, the iron fence lot (P-2) is reserved for handicapped parking under the control of SU Parking. Lots P-3 (north of Bray) and P-4 (north of Illick) are closed for safety reasons.)

Environmentally Friendly Vehicle

  • Faculty or Staff members driving an environmentally friendly vehicle will be allowed to park in a designated preferred parking spot. Faculty or Staff members will register their environmentally friendly vehicle (EFV) with New York State University Police, who upon review will issue a non-transferrable environmentally friendly vehicle sticker to park the registered vehicles in a designated preferred parking spot.
  • Environmentally friendly vehicles are defined as vehicles that have received the US Environmental Protection Agency’s SmartWay Elite designation (http://www.epa.gov/autoemissions/). The SmartWay Elite rating is given to those vehicles that score 9 or better on a scale of 0 to 10 on both Greenhouse Gas and Air Pollution Scores. (List in 
    separate attachment) 
  • Environmentally friendly vehicle spaces are reserved from 7:00 a.m. 1:30 p.m. Monday-Friday.
  • If an environmentally friendly vehicle space is not available, park in an undesignated space. 
  • If the owner of an EFV drives a non-qualifying vehicle, the driver can park in any non-preferred parking spot, using the vehicle permit.
  • Vehicles that are not registered with New York State University Police as environmentally friendly, parked in the “reserved environmentally friendly vehicle” area will be fined $25 
    Repeated violation of this policy will result in applicable sanctions as set forth in Part 575 of Title 8 New York code of Rules and regulations.
  • Cars with EFV permits are not permitted to park in carpool designated areas and will be penalized like any other non-carpool vehicle, as described above.
  • If the designated preferred parking spot is located in an area used by Syracuse University for Dome events, the car must be removed by the starting time of the event, just like all other vehicles in the location. (Currently, the iron fence lot (P-2) is reserved for handicapped parking under the control of SU Parking. Lots P-3 (north of Bray) and P-4 (north of Illick) are closed for safety reasons.)
